Professor Anne-Maree Farrell co-authors report on UK Public Health Emergency Powers

Professor Anne-Maree Farrell was one of twelve experts appointed to the Independent Commission on UK Public Health Emergency Powers, which was originally established in 2022. The Commission brought together leading policy experts, practitioners, parliamentarians, and academics to examine key issues in the area. The Bingham Centre for the Rule of Law acted as the Commission’s secretariat.
The Commission’s Final Report was published on 15 May 2024. The report contains a series of recommendations which are based on research and on evidence-gathering from those with experience and expertise of law making, public health, policing, and human rights in all parts of the UK and in ten other countries.
The aim is for the report’s findings to also inform the UK and Scottish COVID-19 inquiries and government planning for future emergencies.
