Navraj Singh Ghaleigh, senior lecturer in Climate Law was invited to speak at the Oxford Institute for Energy Studies as part of their Carbon Management Day 2025 event.

The event held on the 27 March 2025 bring together global experts on carbon capture and storage (CCS), carbon dioxide removal (CDR) and carbon markets representing industry, academia, consultancy and government.

The paper that Mr Ghaleigh’s presented explores the emerging contractual issues with the transportation and storage of CO2, including the role of contacts, contractual structures and Emmitters’ and Operators Rights and Obligations.

Mr Ghaleigh said: “The basic regulatory frameworks for carbon capture and storage have long been in place but as projects come closer to operation, the detailed contractual issues are now critical. The UK Network Code CCS is a first-of-its-kind framework, setting out the commercial, operational, and technical arrangements between Users and operators of Transport and Storage (T&S) Networks. My presentation, building on work with Marsaili van Looy (Researcher Fellow at CO2RE) for the IEAGHG, explores the Code in the context of the core operational themes for CCS projects, and analyses the contractual solutions that are being proposed around the world.”
