About the event
The expression serious violations of human rights (and similar expressions) is extensively used in current international law practice. It qualifies certain human rights violations as more serious than others to justify a diverse set of responses. What makes a violation of human rights more serious than others? What are the elements present in a situation that allow this differentiation? Its extensive use in practice and their common denominator has allowed to dissect this expression and answer some of these questions. Yet what is their function in the international legal order? They have been equated to crimes against humanity as well as peremptory norms. However, a closer look into international practice indicates that the expression ‘serious violation of human rights’ is not identical to any of these notions. This presentation will focus on the meaning of the expression ‘serious violations of human rights’ for the international community and how it differs from related notions in international law.

About the speaker
Ilia is currently working as a Programme Director and Legal Officer at Privacy International (PI). She leads PI’s work challenging government surveillance overreach through research, advocacy and litigation on surveillance and technology. As a human rights expert, she also explores the impact of new technologies on human rights beyond the right to privacy. Ilia is a qualified lawyer in Greece and has a PhD in International Law from the Faculty of Law of the University of Geneva, specialising in international human rights law and public international law. Before joining PI, she was a Research Fellow at the Geneva Academy of International Humanitarian Law and Human Rights.
