Biographical Details
Andy Smith is professor at the SPIRIT research centre in Bordeaux University and Honorary Fellow of the Europa Institute. He has conducted research on the EU from three angles. The first has been that of EU public policy-making and the EU, national and sub-state actors this process entails. Sectors ranging from regional development and agriculture to policing have been studied, giving rise in particular to a book that proposes a political sociology-inspired approach to European integration: Le gouvernement de l’Union européenne: Une sociologie Politique (Paris: LGDJ, 2004). His second angle on the EU has been that of the internal organization and power struggles within two key EU bodies: the Commission (and its college in particular) and the Council (specifically its working groups). Principal publications here include ‘Why European Commissioners Matter’ (JCMS, 41 (1), 2003). Finally, driven by institutionalist political economy, his third and current approach to the EU concerns the European-scale government of specific industries. On this subject, from 2009 until 2012 he will be directing an interdisciplinary programme of research on the relationship between four industries (wine, cars, pharmaceuticals, aquaculture) and four ‘horizontal’ EU policies (competition, sustainable development, flexicurity and external trade). By building upon an approach first tested in a recent book (B. Jullien and A.
