Phoebe is a PhD candidate and a part- time research assistant for the Intellectual Property Foresight Forum (IPFF) and the Information Technology Think Tank (ITTT) and support tutor of the LL.M. distance learning module International Public Health Law & Security at the AHRC/SCRIPT Centre. Her research interests revolve around public health, IP, and international trade. Phoebe's thesis focuses on the tension between health and IP protection under a public health emergency. It criticises the current scheme of compulsory licensing of pharmaceutical patents for failing to strike a balance between health and IP protection, and argues for a broader application of the article by accommodating the current practice of risk management into the WTO TRIPS Agreement.
