Gerry Maher, Professor of Criminal Law at Edinburgh Law School, recently presented a paper entitled "Principles and politics in reforming the law on sexual offences in Scotland" to the Oxford University Criminal Law Discussion Group.

The paper examined the principles for reform which the Scottish Law Commission identifies as appropriate for the project which led to the Sexual Offences (Scotland) Act 2009; and what happened to each principle in terms of Parliament implementing the Commission's proposals, as well as the principles and proposals which were not implemented. It also considered some of the provisions which Parliament added to the Act under public and media pressure to see how those provisions cohered with the Commission's original principles for reform.
